Malaysia's Health Revolution: EMR System to Transform Public Healthcare (2025)

Get ready for a healthcare revolution! By 2029, Malaysia plans to equip every single one of its public hospitals and primary health facilities with a cutting-edge Electronic Medical Records (EMR) system. This initiative aims to modernize healthcare, but what does it really mean for you?

Health Minister Datuk Seri Dr. Dzulkefly Ahmad has spearheaded this ambitious project, targeting 150 public hospitals and over 3,000 primary health facilities across the nation. The rollout will be phased, beginning next year with 16 hospitals, followed by 25 in 2027, 46 in 2028, and a final push of 49 hospitals in 2029.

The EMR system is comprised of two key components: the Cloud-based Clinical Management System (CCMS) for health clinics and the Hospital Information System (HIS) for hospitals. The goal? 'One Citizen, One Record,' ensuring seamless access to your medical history, no matter where you seek care.

Currently, 160 health clinics already utilize the CCMS, with plans to expand to 200 by the end of this year. By 2029, the aim is to have the system operational in all primary healthcare facilities, including health clinics, maternal and child health clinics, community clinics, and rural clinics. Minister Dzulkefly emphasizes the crucial role of health clinics as the 'backbone' of primary healthcare, highlighting the importance of this system in enhancing community-level service quality.

But here's where it gets controversial... What about the existing infrastructure? Addressing this, the Ministry is also tackling the issue of dilapidated clinics, particularly in Sabah. Efforts to rebuild and upgrade these facilities began in 2018, with a significant boost of RM76.28 million allocated to upgrade 154 health and rural clinics in Sabah over three years, starting in 2023.

And this is the part most people miss... Approximately 70% of the 154 facilities in Sabah are nearing completion of their upgrades.
